Current Position:

Balad Air Base, Iraq F-16 FMS Beddown Project Runway/Taxiway and Associated Building Remodeling  – Mr. Reid is the chief engineer and scheduler/estimator for SOSI International, LTD, on the project and in charge of all runway, taxiway, and ladder civil engineering requirements including asphalt, concrete, base course and sub-base support on the construction project.  Mike reviewed all engineering documents submitted by the design engineer to ensure they complied with the USACE specifications, contract and SOW.  Mike reviewed all submittals made by the contractor to the USACE, and provided changes where necessary.  The runway was built in the 1980s by Yugoslav construction companies, and much of the runway was failing due to: (1) age, (2) lack of maintenance, (3) overloading by large planes landing many hundreds of missions repeatedly by coalition forces in the Occupation of Iraq, (4) bomb damage by coalition forces in the early stages of the war, and (5) poor original construction that is not up to current US codes.  This was a challenging project for any construction team.  The SOSI team was able to work with the USAF, USACE, and Iraqi Military to repair Runway 12/30 and Runway 14/32 to excellent working condition in a contingent hostile environment. The camp was attacked several times with missiles and mortars, plus extremists were threatening local workers not to support the construction efforts.  Mike was one of the key players on the project team.  He worked 12-hour days, 7 days a week with no breaks, and was a dedicated team member that made a difference on the construction team.  Additional work included refurbishment of a point-of-entry (POE) air terminal for international air travel, AC Spare Parts Building renovation for the Lockheed Martin F-16 spare parts, two entry control point (ECP) security gates, a large office building, a double hanger repair/retrofit for F-16 repair, arrestor barriers at the ends of RW 14 and RW 32, and several other buildings.  Mike also supported the scheduling effort and proposal cost estimates for future work in the Middle East theatre for the company.  This included developing proposals for renovations and new facilities at Balad and in other areas of Iraq. 

Previous work of note includes:

Environmental Suport – RCRA/CERCLA Superfund Site on-site Cleanup and Planning several sites in Alabama and Louisiana. RCRA Part B permitting, scheduling and cost analysis.

USFWS and USDOI – Supported the FWS on CERCLA/RCRA projects in Southern Illinois at Crab Orchard Depot. 

Environmental Suport Software/Cost Estimating – RACER Software program manager and engineering department head.  Managed environmental engineering staff on environmental evaluation of projects throughout the US Air Force and Navy from Hawaii, Alaska, and continental US.  Supported bases in their IRP process in environmental cleanup for over a decade.

Confidential Oil and Gas Client in Texas – Under contract to Newfields, Mr. Reid provided environmental cos accounting support/due diligence for a large oil refinery sale.  Risk analysis was developed using Crystal Ball. 

Superfund/CERCLA confidential Client – Mr. Reid worked at a large chemical company in South Alabama for three years in support of RCRA permitting and environmental cleanup of pesticides and herbicides.   The work included drum and soil removal, solidifcation with portland cement and cement kiln dust, landfill development, excavation, monitoring wells, pump and treat options, etc.

Oil Spill remediation – New Orleans, LA – Oil Spill Cleanup and remediation plan.

TransAmerica Refinery, New Orleans, LA – Permitting and remediation work.

Djibouti Africa JMDF Military Base Civil Design Lead – Djibouti Airport, Djibouti, Africa. Mr. Reid provided lead civil engineer support for the new military base for the Japanese Maritime Defense Force (JMDF) in Djibouti, Africa in 2010 while working with Atkins/PBS&J under contract to ECC.  Mr. Reid spent a month in Djibouti providing reconnaissance for the civil team, and directed the final design in the Florida office of Atkins.  The base was constructed without major issues, and the client was happy with the results. The design included streets, drainage, utilities, and connections to the existing runway at Djibouti Airport 

Panama City- Bay County International Airport, Bay County, Florida. Mr. Reid provided QA/QC review, cost estimating, preliminary design report (PDR), and was the engineer-of-record for the design of water and sewer utilities for the airport terminal and adjoining tenants for the Panama City Airport Authority (PCAA).  Design and review included: potable water booster station, concrete ground storage tanks, sewage lift stations, buried PVC and ductile iron distribution piping, lighting, wastewater treatment plant, FDEP and County permitting, and stormwater design totaling over $16M in construction.  He also provided QA support for the runway and taxiway design and grading plan.  He attended daily briefings at the construction trailer and was available for consultation by the owner and contractor to address any questions or issues.

Support to various pulp & paper, chemical, industrial/manufacturing, and refineries in Louisiana, Mississippi, Alabama, and South Carolina.  Mr. Reid has provided support to a number of refineries, pulp and paper companies, and chemical plants over the last 30 years.  Many of his service lines were with respect to permitting and environmental support, but other work included scheduling, budgeting, and project controls.

Port of Panama City Master Drainage Design, Panama City, Florida. Mr. Reid was responsible for designing a drainage collection and treatment system for a 75-acre tract of land for the Port of Panama City. The drainage system included a concrete settling basin; 64-inch reinforced concrete arch pipe (RCAP); large concrete smart/connection boxes to redirect water; 60-inch RCP discharge piping; grass drainage swales; grate inlets; a 1-acre retention pond; and many road crossings, connections, and headwalls. The design had to accommodate large cranes and heavy equipment. Construction was limited to certain times of the day when cargo was not being handled.

Expert Witness Support:

Expert Witness Suport – Mike worked as a contracted expert-witness (Cost Engineer) consultant for a national law firm Arent-Fox, et al., in Washington, D.C. on a landmark environmental case in Scranton, PA.  He provided deposition support in D.C. and Philadelphia.  The case was: Gould, Inc. v. A&M Battery and Tire Service, Inc., 232 F.3d 162 (3d Cir. 2000), rev’g, 987 F. Supp. 353 (M.D. Pa. 1997), on remand, 176 F. Supp. 2d 324 (M.D. Pa. 2001).
